CITRUS HEIGHTS, CA (MPG) – The long-awaited VIP reception and ribbon cutting arrived last week for the grand opening of the newest assisted living and memory care facility in the region. The Oars, new to Citrus Heights, celebrated with dozens of special guests and neighbors, offering signature warm-up drinks and personally guided tours of the new community.

The Oars is owned by The QUANTUM CARE PLACE owner group. It is led by Shelton Duruisseau PhD and CEO. He brings 32 years of healthcare administration experience to the group.

During the early-evening presentation to the event attendees, Dr. Shelton J. Duruisseau, Ph.D., founder, shared his early vision for building such a community to help a very specific population, those needing memory care. He spoke of his journey of the dream and how he had been so blessed to gather a tremendous partnership group and management team. He also declared how important it is to be good neighbors to all those who live and surround the new facility. “We are dedicated to being good neighbors” he said.

The partnership group also comprised by his financial partners Taz Singh, Darren Labrie and Frank Liang.  They set out to form a new, privately owned and operated Senior Living Company in the greater Sacramento area that specializes in Dementia care and high levels of physical care. 

The Oars is managed by a professional team well-known in the care community. They have assembled an executive team comprised of operations specialist Pepper Bell, a sales and marketing specialist in Sondra Campbell, a dining and nutrition specialist in Mikah Montoya and program specialist Rae Ortiz.  

Pepper Bell said "It's been a pleasure planning and developing in preparation of our Grand Opening.  We have learned a lot and now we look forward to the cherry on top; our residents moving in!"
