CITRUS HEIGHTS, CA (MPG) - The City of Citrus Heights is soliciting proposals from qualified firms to provide professional design services for the San Juan Avenue Rehabilitation and Complete Streets Phase 1 Project. Services shall include engineering design, environmental review, right-of-way engineering, and community engagement support.

This project is a federally funded grant project. This project is the first phase to rehabilitate and transform San Juan Avenue to a complete street, starting with this section between Madison Avenue to Spicer Drive. This portion of San Juan Avenue serves a mixture of multi-and single-family homes, two elementary schools, and San Juan Park. There are also significant commercial uses along this corridor, including retail and services businesses.

Interested parties can download the Request for Proposals (RFP) at the email listed below. Proposals shall be submitted in the manner specified in the RFP. Submittal deadline is 4:00 p.m. on Thursday April 22, 2021.

Anticipated Consultant Selection Schedule:

Final date to submit Request For Information: 4:00 PM on Wednesday April 14, 2021; Closing date for Receipt of Proposals: 4:00 PM on Thursday, April 22, 2021; Tentative Interviews: Week of May 3, 2021; Tentative Start of Project / Begin Work: Week of May 31, 2021

NOTE: There is no pre-proposal meeting scheduled for this Request For Proposals

Consistent with Chapter 9 of the Caltrans Local Assistance Procedures Manual (LAPM), the City has established a Disadvantaged Business Enterprise (DBE) goal of 7% for this project.

Minority owned firms are invited to submit their qualifications independently or as a joint venture with other consultants for the entire assignment.

The City of Citrus Heights reserves the right to reject any or all Proposals and to accept any or all Proposals, as deemed to be in the best interest of the City of Citrus Heights.
