Construction Nears Completion on Food Truck Plaza

CITRUS HEIGHTS, CA (MPG) - Public utility completion timelines have moved the expected opening of the new Citrus Heights Food Truck Plaza, located at the northeastern corner of Twin Oaks Avenue and Auburn Boulevard to early March 2026, according to its owner, Jagtar Singh.

Singh gave an email update last week on the progress of the long-anticipated project, which has been nearly three years in development.

He said while physical construction of the site is actively moving forward, substantial amounts of electrical and water utility construction and hook up requirements still must be finished.

While the project has experienced several unexpected delays due to environmental reviews and regulatory requirements, Singh said he remains optimistic and excited to see his concept of a vibrant food truck plaza in a prime location in Citrus Heights through to completion.

Singh purchased the Twin Oaks parcel in the fall of 2023, according to Alison Bermudez, senior planner with the city’s Planning Division. Construction was supposed to begin in September 2024, but a permit from the city of Citrus Heights wasn’t officially issued until August 2025, Singh said.

Some area regulatory agencies were unfamiliar with the food plaza concept, which led to additional time being needed to determine how certain physical requirements would be addressed, he explained.

SMUD recently provided a 45- to 60-day timeline, weather permitting, to complete electrical connections at the project site, he said.

As a result, the food plaza is now expected to open sometime in March, once electrical power is fully in place, Singh said.

Documents filed with the city of Citrus Heights Planning Department show that the plaza could accommodate up to 15 food trucks and include new landscaping and fencing, appropriate electrical and water hookups, and applicable garbage and food waste disposal locations for food trucks.

Singh said the property will be well lit and perimeter fencing and security cameras would also be installed when the food truck plaza is in daily operation.

In recent social media posts, Singh visualizes the complete transformation of the vacant corner lot into a bustling animated plaza with various food trucks offering an eclectic choice of menus, string lights, parking and covered tables where patrons can eat.

His proposed food truck plaza design also incorporates a central space for tables with “covered pyramid awnings with lighting.” Suggested lighting would “be directed inward away from neighboring properties,” according to documents filed with the city.

Singh has also placed new signage facing Auburn Boulevard marketing the new food truck plaza and posted an announcement on Instagram, @citrusheightsfoodplaza, continuing to invite operators to reserve spots.

Singh said his chief goal is to curate a wide range of cuisines, providing customers with plenty of choices for his customers. Alcoholic beverages will not be available from any food trucks located on site.
