Duplex Project Proposed for Lot Near Veterans Center

CITRUS HEIGHTS, CA (MPG) – A preliminary site plan to split two vacant lots for the purpose of constructing two duplex residential units on 6941 Sylvan Road next door to the Veterans Community Center is under review by the Citrus Heights Planning Department.
The Planning Commission will consider a project application by Serhii Shutiak of Tangent Design and Engineering in Rocklin on behalf of the developer Igor Kolotyuk and the property owner Yuriy Honchar in its next regular meeting on Feb. 24.
The Citrus Heights Planning Department has posted a sign facing Sylvan Road which provides notice of the project under consideration and invites public comment.

Veterans Community Center representatives said they were aware of the proposed project under consideration by the city planning department and said if the project was approved staff will be making suitable alternative parking arrangements available for special events as needed.
The historic Sylvan School is the home of the Veterans Golf Park for Disabled Vets best known as the Veterans Community Center.

Shutiak did not respond to a request for comment on behalf of the developer or the property owner about the scope of the project, or its details.
“The (residential construction) project involves splitting the existing lot into two separate parcels,” said Marisa Brown, city communications officer responding for the city planning department.
“This lot split requires review and approval by the Planning Commission, which is scheduled for Feb. 24, 2026,” she said.
“The property owner has stated that, once the lot split is approved and recorded, he intends to construct a duplex on each new parcel.”
“Duplexes are a permitted use within this zoning district, and the building permits for those residential units will not require Planning Commission approval,” she said.
“After the parcels are created, development of the duplexes will be reviewed at the (Planning Department) staff level for compliance with applicable zoning and development standards,” Brown said.
Plan documents show access to each of the two duplexes from Sylvan Road. Each duplex features parking for two individual vehicles under each structure.
The first duplex, situated on Lot 1, measures 9,091 square feet and faces Sylvan Road. Two separate private areas and a rear setback with parking for two vehicles separate one duplex from the other.
The second duplex, on a larger lot size of 9,144 square feet, features space for two adjacent auxiliary dwelling units (ADUs) to be built.
Six trees will be placed along the fenced property line which separates the nearby Citrus Heights Veteran’s Community Center.
