Regina Cave Named Top Ten Public Works Leaders in North America

CITRUS HEIGHTS, CA (MPG) – The City of Citrus Heights is proud to announce that General Services Director Regina Cave has been named one of the 2026 Top Ten Public Works Leaders of the Year by the American Public Works Association (APWA), one of the highest honors in the public works profession.
The annual award recognizes exceptional public works professionals across North America who demonstrate outstanding leadership, professional excellence, innovation and dedication to improving quality of life in their communities. Cave was selected among leaders from across the United States and Canada for her decades of service, industry leadership and commitment to advancing public works services and community engagement.
Cave has served the Citrus Heights community for more than 26 years, leading a wide range of city initiatives including infrastructure improvements, beautification programs, facilities projects and community events. Under her leadership, the City’s General Services Department has delivered impactful projects and programs that support residents, businesses and the overall quality of life in Citrus Heights.
“Regina Cave’s leadership, creativity and dedication to public service have helped shape Citrus Heights into the community it is today,” said Ash Feeney. “This national recognition reflects not only Regina’s exceptional career and contributions to public works, but also her unwavering commitment to serving our residents and those around her. We are incredibly proud to see her recognized on this level.”
Cave said the award is especially meaningful because it reflects the collaborative nature of public service and the community she has worked alongside throughout her career.
“It is truly a testament to the great teams I have been fortunate to be a part of during my career here at the city,” said Cave. “Citrus Heights is and has always been unique — we are small as an agency, but we accomplish a lot as a team. We are creative, practical, steadfast and exceptionally comfortable with pushing ourselves to work outside the box.”
