City Accepting Applications for Home Repair Loan Program

CITRUS HEIGHTS, CA (MPG) - The City of Citrus Heights Housing Rehabilitation Program (HRP) is currently accepting applications on a first-come, first-served basis while funds are available.

The program assists very low-, low- and moderate-income homeowners to make essential physical improvements to their homes which promote their safety and livability, said Marisa Brown, city communications officer.

The city’s home repair loan program, for residents only, offers an individual deferred loan up to the maximum amount of $60,000 per loan for necessary repairs such as windows, heating ventilation and cooling (HVAC), roofing and plumbing over a 30-year term at a simple interest of up to two percent.

The City of Citrus Heights Housing Division has operated its HRP program for more than 20 years, Brown said.

The program leverages a combination of funding sources — including Community Development Block Grant (CDBG) funds, CalHome funds, Permanent Local Housing Allocation (PLHA) funds and program loan repayments

“Since its inception, the City has issued more than 100 individual rehabilitation loans ranging from approximately $10,000 to $60,000, with simple interest rates ranging from zero to three percent,” Brown said.

“The program operates as a revolving loan fund, meaning loan repayments are reinvested back into the program to provide assistance to additional eligible homeowners,” Brown said.

Prospective applicants must meet the U.S. Department of Housing and Urban Development (HUD) 2026 income limits which are updated each year.

“While the City does not waive building permit fees, eligible permit costs may be included as part of the overall rehabilitation project and financed through the loan in accordance with current program guidelines,” Brown said.

A pre-screen application determines basic eligibility based on income, property location and repair needs, according to the city. If found to be qualified, a full application is then submitted for review before repair assistance is offered.

Eligible homeowners can receive a 30-year deferred loan at a two percent simple annual interest rate. The principal and accrued interest are deferred for 30 years. The loan becomes due upon sale, title transfer, or if the home is no longer owner-occupied.

A zero-percent interest loan may be available for qualifying low-income households, seniors (62-plus), and/or permanently disabled households.

Up to $5,000 grants for eligible persons 65 years old, and or permanently disabled, living in owner-occupied homes, including single-family, manufactured homes, condominiums and half-plexes which are separate from adjoining structure can also receive assistance to make improvements to the accessibility and safety of the home including the installation of ramps, grab bars, visual alarms and other support devices.

Homeowners who are living in a manufactured/mobile home may also be eligible for a critical home repair grant up to $20,000 for emergency health and safety repairs, according to the city.
