Citrus Heights Water District Launches New Utility Billing System

CITRUS HEIGHTS, CA (MPG) - Citrus Heights Water District (CHWD) launched a new utility billing system and online payment portal on Monday, Aug. 17, 2026. The new system, Xpress Bill Pay, replaces a 30-year-old legacy system and will provide customers with additional online account management features and an improved billing experience. All customers will be required to create a new account when they receive their next bill. 

The transition to the new system will not affect customers’ water service, water rates, or their bi-monthly billing schedule. However, all customers will need to create a new account profile online after receiving their first bill from the new system. All customers will receive a paper bill to launch the new system, regardless of their current paperless or autopay preferences.       

When you receive your first bill from the new system, customers should follow these three steps. Take note of their new customer account number, visit chwd.org/billing and click “Register New Account” and re-enroll in autopay and paperless billing.

For privacy reasons, current billing information and settings cannot be transferred to the new system, so all customers will receive a paper bill during the first billing cycle. Bills will continue to be mailed according to the District’s normal billing schedule.

The new online portal includes several features designed to make managing customer accounts more convenient, including online bill payment, automatic payments and paperless billing enrollment.

To assist customers with the transition, CHWD has updated its website with video and print tutorials and will host community assistance workshops where staff will help customers create their online accounts and answer questions about the new system.
