CITRUS HEIGHTS, CA (MPG) – Jessica Greenfield, owner and operator of Miller’s Ace Hardware, is helping raise awareness of Sacramento County’s Charlene McGhee Memorial Lawn and Garden Program, a program for which her store is a certified local vendor.

The program offers funding opportunities for owners of commercial and residential lawn and garden (L&G) equipment to replace aging combustion-powered equipment with zero-emission battery-electric equipment.

For the 2026 funding cycle, the Sacramento Metropolitan Air District has allocated $5 million to zero-emission residential and commercial L&G projects.

“Last time we checked, only a small percent of the funds had been fully used by the public,” she said.

“(The program) has its challenges for our customers, including a 15 percent cost share which is confusing for residents,” she said.

“We walk everyone through the qualification requirements of the program and have fulfilled over 20 vouchers so far for residential and commercial customers seeking to recycle their gas-powered lawn and garden equipment,” she said. 

“We can also help anyone with a business license that uses lawn equipment,” she said.

Qualified businesses, public agencies, non-profits and Sacramento County residents can purchase discounted zero-emission battery-electric equipment including mowers, blowers and other landscape equipment from eligible dealers and manufacturers through the voucher program, Greenfield said.

“The commercial voucher program is an amazing opportunity for small businesses and public agencies in Sacramento County,” she said. “We participated last year and were able to help several businesses including Sunrise Parks and Recreation, Meristem and Heirloom Acres Farms to obtain new equipment,” she said.

“There should be an endless supply of commercial landscapers who would gladly trade in old gas equipment for up to $50,000 in new battery powered commercial lawn equipment, batteries and chargers but Sacramento County isn't really advertising it,” Greenfield said.

Available zero emission lawn and garden brands currently available at Miller’s Ace Hardware include Ego, Milwaukee, Craftsman, Toro and DeWalt.

Citrus Heights Mower at 7238 Auburn Blvd. is also participating in the same Charlene McGhee Memorial Lawn and Garden program. Commercial lawn and garden business applicants must surrender their existing gas-powered equipment to qualify for their voucher. Available battery-powered commercial lawn and garden equipment from manufactures Stihl, Makita, Echo, Husqvarna and Toro are available.

Residential or commercial customers who trade in their old gas-powered lawn equipment at Miller’s Ace Hardware can receive a $300 voucher toward the purchase of chainsaws, trimmers/edgers or brush cutters.

Voucher amounts vary for specific lawn mower types including a $330 voucher for walk- behind mowers and up to $2,000 for ride-one or stand-sit mowers. Customers who turn in gas-powered leave leaf blowers and vacuums can receive a $200 voucher.

The Sacramento Metropolitan Air District tracks the destruction of the combustion equipment replaced through its voucher program. The existing equipment must be surrendered, destroyed and rendered permanently unusable and irreparable within 60 days of receiving the replacement equipment, according to the state. 

Greenfield said the residential lawn and garden equipment recycling program offers a voucher amount toward new battery-powered lawn equipment and requires a 15 percent cost share from residents. Each household is eligible for up to five pieces of equipment and residents must live in Sacramento County.

The commercial program intends to help businesses transition from gas to battery equipment while easing the significant financial burden involved.

The program offers up to $50,000 in commercial battery-powered lawn equipment, batteries and chargers. There is no cost to small businesses or public agencies. Many small businesses that use landscape equipment could benefit from participation in this program, she said.
